Public bug reported:

Binary package hint: network-manager

I just had to kill -9 NetworkManager since it ate up all CPU time. When
trying to restart it, I encountered some problems. Neither was there a
script in /etc/init.d, nor did the upstart "start" command work. I think
there should be a way to manually start and stop NetworkManager.

** Affects: network-manager (Ubuntu)
