The problem is not in Ubuntu but in the package provided by OpenWengo. The 
libssl package is provided in jaunty as libssl0.9.8. However the openwengo 
package is requiring libssl0.9.7 (which is not in Jaunty anymore). 
Hence the error in the package manager. 

There are two possible solutions to the problem: 1. Ask directly
openwengo for a Jaunty compatible package. 2. Modify yourself the
package, by changing the control file with the proper version of libssl.

I am going to close this bug for Ubuntu, since it is a bug related to
the Openwengo package. I would strongly recommend you to contact
OpenWengo for any further support.
