I understand your concern. However, rampart itself is licensed under the Apache license, so there are no licensing incompatibilites in the rampart package itself. Any such issues would have to be dealt with separately. As for the missing symbols, the intention is for rampart to be loaded by Axis2/C, which I believe will provide these symbols.
