The file CLP-510cms seems to be some color management profile. It is not contained in the SpliX package. If SpliX considers the absense of this file a fatal error, this is an upstream bug in SpliX and has to be reported at http://splix.sf.net/.
I see that you are not in the "lpadmin" group. Add yourself to the group and system-config-printer should just work for you.
