Public bug reported:

I'm assuming, probably incorrectly, that this is a policykit issue.  I
have only had this problem on Xubuntu so it maybe that the settings are
different in xubuntu.  I've enclosed a screenshot for you.

This was done trying to enable the fglrx driver for the attached ati
card.
