pulseaudio 1:0.9.16~test5-0ubuntu1 solved the problem when using totem. But I still experience this behavior with audacious2 (pulseaudio output plugin). When skipping through tracks in audacious, per application volume level (gnome-volume-control) decreases while 'Output volume' setting does not change.
