re #13: the problem isn't the low signal reading displayed by network manager; 
the problem
is that people report the connection doesn't work more than a few feet from the 
access
point.  So while there may be a problem with the display of the signal level, 
there really
truly is something wrong with the signal, too!

bug 399983 looks like the same problem on Ubuntu 9.04 on a Asus K50IN notebook.

is a very public report of the same problem on Ubuntu 9.04 on a MSI Wind U123 
(where the problem goes away in ms windows xp).  Both of those laptops seem to 
use atheros.

Given the very public flogging of Ubuntu because of this bug in today's 
Examiner, I'm
nominating this bug for Jaunty and Karmic.
