GHCi now uses Haskeline (http://hackage.haskell.org/package/haskeline), a readline-clone written in Haskell. readline was initially replaced by libedit for licensing reasons, but libedit had a number of problems prompting the switch to Haskeline.
Debian/Ubuntu could decide unilaterally to use readline instead; I believe the Gentoo folks are doing (or planning to do) this.
