Using Karmic Kola Alpha 4 (fully updated as of 18 Aug 2009) I am also experiencing this issue with a Vodafone (Huawei E172 & Huawei E220) contract.
No problems experienced in setting up the connection using the Mobile Broadband wizard. Connection attempted and both green led's light up - Blue swoosh circles indefinitely and no signal steps appear.
