I've reviewed the package in hardy-proposed and, since the effects of a configure flag are non-local and non-obvious, took a closer look at what this option changed.
As far as I'm able to tell, setting --disable-userdb-cache has *no* effect on the code in the hardy version of dbus; it sets a define in config.h which is then never used.
