Having read http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=499376 it seems the problem is that PeaZip cannot be compiled without the Lazarus IDE running. AFAIK this has to be fixed before PeaZip can be included into Debian or Ubuntu.
