I've attached a patch that splits kerneloops into two packages -- one
for the applet and one for the core software.

This doesn't solve the problem of implementing the "ask" setting on
servers, but the user can configure kerneloops to either submit reports
or not (the default "ask" setting will function as "not").  But it does
allow users to install kerneloops on their servers without bringing in a
GUI environment; they just have to configure it themselves.
