I had the same problem in Jaunty, but i solved it. I think that it isn`t a bug. It is caused by a wrong installation.
If you edit the hardware.conf and the lircd.conf manually you have to uninstall the inputlirc package. If you have installed this packed, the lirc-daemon is loaded twice at startup and you have to restart it before it works.
