I love the idea of a transparent border, but I despite ANY snapping behaviour. Regardless, however, I'm not convinced that the work being undertaken as a paper-cut will include such complicated solutions. Rather, the patch Thomas submitted upstream, which includes a slider to determine border thickness would seem to be a nice stop-gap solution until a transparent (and/or snap) solution can be implemented.
