Public bug reported:

My laptop has two wireless cards.  the internal intel card and the
external pcmcia Dynex (Broadcom) card.  There is a power switch to turn
off the internal wireless card to save the battery.  But when I turn off
the internal card the network manager is also disabling the pcmcia card
at the same time.

Expected:
The pcmcia wireless card should remain enabled when the internal wireless card 
is turned off.

Except for this problem, both wireless cards are working.
