Same issue here on Jaunty. I've also tried what has been described (package purging, manually re-creating the "kubuntu" dir and so on).
Now I have two kubuntus installed on two similar machine and I'm using the same ppa repos, but on machine A kubuntu-docs fails while on machine B it's been successfully installed.
