KDE also failed to switch the monitor off. I also tried disabling PowerPlay in the Catalys software but that had no effect either. Possible sources of the bug could therefore be withing fglrx or the acpi support in the kernel. My other PC running Xubuntu has an SiS chipset and the monitor switches off fine on that.
