In Debian we changed it now to invoke grub-pc.postinst which asks you for the devices to install too. Maybe still not perfect for the people who have installed grub-legacy to a bootsector but we can't make everyone happy. At least it solves the problem where (hd0) in device.map isn't the disk where grub is installed too or if you don't want to have it there.
