hal-cups-utils is deprecated due to the fact that HAL (Hardware
Abstraction Layer) got discontinued. The package will soon get removed
and system-config-printer will include a udev-based solution for
Plug'n'Print (automatic print queue setup) and automatic disabling and
re-enabling print queues when the printer gets disconnected and
reconnected.

For the time being please try the following:

sudo apt-get install python-dbus

Most probably python-dbus is already installed as it is used by many
othert packages, like system-config-printer for example.
