I have the same problem. When coming back from suspend emerald window decorations do not appear and a logout from the panel or a gdm restart from the console is necessary to bring back the full desktop functionality. On the same machine and ubuntu version suspend using a gnome/metacity environment works flawless. I am running karmic with latest packages. The problem exists for some time now.
