I'm not inclined to remove reportbug (which is still useful as an interface to the Debian BTS and other projects which use debbugs) from Ubuntu simply to avoid confusion. We also ship bug-buddy, for example, for similar reasons. It is worth considering, though, moving it from main to universe, since it is an auxiliary tool which is useful to relatively few users.
