Ubuntu policy requires avoiding absolute paths when invoking executables
from maintainer scripts, on the grounds that executables moving around
on the filesystem is a bigger problem than standard directories being
missing from the path.  The same rule tends to be applied, less
strictly, to other software created for Debian and Ubuntu.
