I know this isn't the best argument, but why not do the same as Windows does? If the accent can't be placed (in international mode) it's written seperate. There's the same for the ^ key, I've to hit it two times to get the char "^" which is annoying especially in instant messaging. And in this case the user is definitely used to pressing it twice. I don't know if this is special to the international mode, I'm using a german keyboard.
