It does work, just not against the localhost. Eg:

>From a remote host:
$ rpcinfo -p 192.168.122.156
   program vers proto   port
    100000    2   tcp    111  portmapper
    100000    2   udp    111  portmapper

Then on 192.168.122.156 add to /etc/hosts.deny:
portmap: ALL

Then from a remote host:
$ rpcinfo -p sec-jaunty-i386.
No remote programs registered.

** This bug is no longer flagged as a security vulnerability

** Changed in: portmap (Ubuntu)
       Status: New => Invalid
