I have 3 laptops - 2 fresh installs of 9.04 and one upgrade from interpid. Completely different hardware. Toshiba, Lenovo, eeepc. All three have these symptoms. Happens on home wifi, work wifi, and cafe wifi. (when i boot the lenovo into Mint linux it behaves fine, no wifi problems.).
