@Michael: Because as Andy has pointed out, this problem happens often (if not only) on hardware where there is no software control of the fan.
Example, my laptop, the HP Pavilion tx2050eg Tablet PC. No software control, at least not from Linux. So why speeding up the fan on hardware where this is possible is a possible workaround for these users, it's basically a fix for symptoms and nothing else.
