apt-cache policy kdebase-runtime gives:

And dpkg -s kde-icons-oxygen | grep Status gives:
Package `kde-icons-oxygen' is not installed and no info is available.
Use dpkg --info (= dpkg-deb --info) to examine archive files,
and dpkg --contents (= dpkg-deb --contents) to list their contents.
So, I tried installing KDE (using the kde-minimal option in synaptic)
and also kde-icons-oxygen, after which I get
kde-icons-oxygen | grep Status
Status: install ok installed
But still no icons.
