The problem must be in xorg.conf. The one that sudo dpkg-reconfigure -phigh xserver.org made had almost nothing in it (see attached xorg.conf.new).
But the old one had lots in it. I copied it to xorg.conf and rebopoted, and got low graphics mode again.
