Furthermore, I was able to reproduce this in a Virtualbox Jaunty Live CD instance, even without a reboot. I set up my timezone to Europe/Helsinki, configured NTP synchronization, closed the Time and Date applet, and reopened it. Presto, Europe/Mariehamn.
