The warning has not gone away with the LTS release of Dapper. The
installer stops with an error if it can't reach the security updates
during installation. This happens at an inconvient time.

Also, the installer should ask if you are behind a proxy so if you are
networked and need to use a http proxy it gets set - and would be very
convenient if this proxy were used in several places: Firefox,
/etc/apt/apt.conf, /etc/wgetrc, etc.
