Blinking is the old way of signalling new activity in IM programs in
Ubuntu. The new one is using the indicator applet which pop-up an osd
and a visual notification. As pidgin already has it but not empathy, we
should patch empathy to support the new system in order to be able to
disable blinking without regression, as the new notification system will
replace it. That's why your bug is linked to that one.
