Public bug reported:

Binary package hint: network-manager

Currently, NetworkManager is too difficult to use without running nm-
applet. Managing network connections is (or at least, can be) a system
issue, and it should be possible to set this up to work without Gnome,
gconfd, or nm-applet.

In addition to nm-applet, it should be possible to configure
NetworkManager by editing a file in /etc and doing
/etc/init.d/NetworkManger restart, and there should also be a command
line client for e.g. switching between connections.
