My apologies for any confusion, but I had often experienced this bug with Dapper Drake. I did not use a Japanese environment while I had Edgy Eft installed, but the default Japanese home page still needs work: it now uses /usr/share/ubuntu-artwork/home/locales-ubuntu/index- ja_JP.html as thoe home page, but this is only a symbolic link to the default (English) home page.
