Sorry, the patch I submitted was for scrolling on the workspace switcher, not dragging. Either way, the upstream bug makes it clear that is a problem with libwnck.
Back on topic, this particular bug is trickier. The upstream bug was marked as a duplicate of the bug about dragging not working so I'm not sure if they understood what the problem was. Seeing how libwnck-based things are the only ones that seem to have this problem (window list does it too) I'm thinking it's a libwnck problem and not a compiz problem.
