So I've fought with this quite a bit, and seems to just be a limitation
of dkms.  The best thing I can do at dkms compile time (postinst) is
spit out the informative error message displayed:

You might try installing the meta package:
 $ sudo apt-get install linux-headers-server
or specifically
 $ sudo apt-get install linux-headers-2.6.24-23-server
to obtain the necessary build dependencies.

As Michael says, we do need linux-headers-server.  But I don't think
that installing -server headers on every desktop that installs kvm-
source is correct.

I have to mark this 'won't fix' for now.
