I should have done more research before filing this bug.  It turns out
it was a problem with my BIOS.  I changed a setting in my bios and now
can get speeds of up to 3.00gz

however the only throttling speeds available are 2.00 gz and 3.00gz,
shouldn't there be more fine grained control than this?
