This bug seems to come and go with updates and upgrades. I did two sets of updates and upgrades today. first set, no error with evolution-alarm-notifier after second set of updates crash ballon(as I typed this, an error message popped up<be right back>) I must of closed the pop-up by accident as I was typing.
