Hi mathew, The original bug reporter said: "I tried using vim-addon-manager but vim-addons does not even see vimoutliner so it cannot be enabled that way."
Now, if you try the command vim-addons after the package vim-addon-manager is installed, you do see vimoutliner, and you can enable it using the command: vim-addons install vimoutliner.
