<First, the 'root' ownership of pidgin-ppa.list had to be changed to 'user' rw 
access:>
hulk...@c610-ubuntu:/etc/apt/sources.list.d$ sudo chmod -c 0600 pidgin-ppa.list
mode of `pidgin-ppa.list' changed to 0600 (rw-------)

<second, the pidgin-ppa.list file was removed>
hulk...@c610-ubuntu:/etc/apt/sources.list.d$ sudo rm pidgin-ppa.list


Then, the update-manager started functioning normally.

Problem SOLVED (was not a update-manager bug) THANKS rockfx01 !!!
