As Andy recommended previously, you should adjust this mixer element.

If you're using PulseAudio, please note that this symptom is
exacerbated by bugs 315971/352732, which have been fixed in the latest
pulseaudio upload (1:0.9.15-3ubuntu1):

* debian/patches/0090_fix_sw_mute_desync.patch: Backport from
    git HEAD to resolve sw vol becoming muted on logout
    (LP: #315971, #352732)

The changelog description doesn't mention the entire process of the
hw/sw mute desyncing: on session restoration/login, pa notices that
the sw vol is muted and attempts to mute the hw element (one of
Master, PCM, or Front) to match. The fix is not effected until one
logs out after having logged in with the new pa installed.
