I too have a similar problem with 1.1.8. I have completely removed and reinstalled with no positive effect.
Deluge for me is set to start minimized so I do not see any outline of a dialog, however I have an empty space for a tray icon which I know relates to Deluge as when I kill the process the empty space removes itself.
