There's a 4.0 version on the site, with no date of release even in the archive, but the mailing lists still have people testing RC for it till the end of March - since the packaging in Ubuntu and Debian seem to have picked up, 4.0 will probably be packaged in a reasonable timeframe. Feel free to open a new bug if you really need 4.0 in Ubuntu 9.10 though (if it's not there in the next few weeks), but then it may be better to open a bug in Debian, since the packaging for chicken is done in Debian not Ubuntu.
