Though Cervicia and some other parts of kdewebdev are already ported to kde4 and can be installed and used, quanta still isn't there. That's why having a kde3 version of quanta you can't use other applications in quanta. It was already discussed in this bug https://bugs.launchpad.net/ubuntu/+source/kdewebdev/+bug/288842
