You are free to change the default in your copy of OOo to ODF 1.0/1.1. All other versions/distributions of OOo 3.0+ use ODF 1.2 draft so you will see interoperability regardless if other applications don't support 1.2 draft. Also ODF 1.0/1.1 does not even standardize formulas so even if you do save to ODF 1.0/1.1 format you will still have interoperability problems with it, especially with MS Office 2007 SP2, that is part of what ODF 1.2 draft is trying to fix.
