I had checked the src before making package it had all that was needed jgoodies & other libraries. I am not aware of policy process but this is as I said "Hack", for someone who wants to use it. I do understand packaging all those libraries with JabREf is not the right way to do it , as this libraries are probably only used and not maintained by JabRef.
I had ubuntu in mind when I made the package, since I used previous source from ubuntu repository to understand the packaging logistics.
