The "fix" is not released because, as written in

utils/+bug/340873/comments/16>, it is not a correct fix.

I don't understand why this bug is attracting so much attention, though.
My understanding is that modutils gives a *warning* about old config
file names, but still processes them in jaunty - is that not accurate?
