Although my problem was solved, I was not sure which of the many steps I took solved the problem. Since this is not helpful to anyone else with the same card I am doing an entirely new fresh install of Ubuntu 9.04 from Wubi.
My theory is that this can be solved entirely from within the Gnome GUI by going to System>>Administration>>Hardware Drivers and activate the B43, then do a reboot. I will post if my theory is correct.
