Implemented the addition of "iwlist scan" as described above. No chance, reconnect still takes at least half a minute.
Wicd works fine for me, but lacks the state-of-the-art 3G features of the Network Manager. If anyone has the time, you could compare syslog entries on wakeup for both WICD and NM, in case there are some significant differences.
