It is a deliberate decision to not rebuild DVD images for LTS point releases. Each image we release imposes an additional QA burden on our team, and as much as we would like to be able to better cover all these use cases, we don't believe it's justified to refresh the DVD images for the point releases. Bear in mind that, unless you are installing on hardware that was not supported in the original 8.04 release, you can always use the earlier DVD images for installation and pull any necessary upgrades across the network, which, modulo bandwidth usage to your Ubuntu mirror, should provide an identical experience.
