After almost a full week - I've discovered a few of the things that are wrong with the documentation.
First, it talks about using the cn=config tree which is NOT automagically created for you with the installation. You need to go to http://www.zytrax.com/books/ldap/ch6/slapd-config.html to create and populate the tree. It's been available since openLDAP 2.3 and should be used for that Since I didn't have the cn=config tree, I didn't have the credentials set up to access them - probably should have gotten a different error message.
